XChange your vacuum line, the petcock proper should be fine. Buy a foot of silicone tubing for import performance cars, as it is not as heat sensitive as the junk the factory uses. And change your gas line, the stock piece on my 98 was vacuum line, not fuel line. It makes a difference. The vacuum port on the carb is used to pull open the diaphram and let fuel flow, just as you suspected. If you want to delete the vacuum petcock entirely, a real petcock, with on/off/reserve, from an Intruder will fit. But they leak. Even the new ones replaced under factory recall. And they are pricey. And ugly. And leak.
